EPC RECAST Policy Advisory Board and Stakeholder Mirror Group: composition and role

This task will set up a Policy Advisory Board (PAB) and will involve it at key milestones of the project inorder to gather constructive feedback and guidance for the technical activities conducted in EPC RECAST. The board will be formed by experts from key decision-making public and local authorities involved in the definition and implementation of EPC national and/or regional legislation (e.g. governmental organisations,national or regional energy agencies, accreditation bodies, etc.) in particular from each pilot country where
an EPC RECAST demonstration will be conducted. A list of pre-identified PAB expert organisations is providedin Section 1 of the proposal, along with Letters of Support in the corresponding annex of the proposal. This list will be completed when relevant using a snowball approach based on the contacts identified during thetechnical and demonstration activities conducted in WP1,WP2 and WP3. In parallel a stakeholder mirror group (SMG) will be invited out of key industrial stakeholders, whose work is related to the data acquisition and issuing of EPCs, to exploiting them in the different real estate markets (e.g. developers, building owners, housing societies, estate agents, etc.) or to contributing with major building components to the energy
performance of buildings. This mirror group will also target industrial as well as consumer associations in order to involve multipliers. It will aim at collecting their views on the EPC RECAST approach as well as theirviews, proposals and criticism to the EPC RECAST methodology under development. The PAB as well as the
SMG will be involved in at least 3 cocreation or focus group workshops: One to support the elaboration of the EPC RECAST methodology and protocol; One to provide guidance for demonstration activities; One to support the evaluation of EPC RECAST results and impact. These activities will be articulated consistently according to bilateral and collective levels, both at national and European scales. They will be supported by a series of virtual meetings in order to involve the stakeholders on national levels for both PAB and SMG respectively. The aim of these co-creation activities with the PAB is to make sure that the EPC RECAST approach is realistic and pragmatic, and that key innovative aspects from the proposed next generation EPC will be included and reflected in future national / regional EPC roadmaps and policies. For the SMG the aim is to involve their views and to elaborate an acceptable recommendation for the next generation EPCs, which would then find support among a group of key stakeholders already.
